Dr Peter Hart established Hartwood Consulting in early 1996. It is based in South Melbourne in Victoria. Peter Hart was also Chairman of the Australian Road Transport Suppliers Association (ARTSA) for 10 Years. He is an associative consultant on electrical safety for the National Safety Council of Australia, and has fulfilled consulting and authorised signatory roles for numerous industry, state and national government safety groups specialising in electrical safety and transport safety.

Harmonic Disturbance to the Electrical Distribution System
The presentation will cover serious electrical disturbance to the 415/240V electrical distribution system in a multi-storey building in Melbourne. The nature of the electrical loads in this case resulted in significant harmonic voltage disturbance that caused failure of capacitor-based components and rattled switchboards. The matter highlights a significant and growing threat to electrical safety that arises from the widespread use of power-electronic loads. Compliance issues also arise. In this building, most of the loads involve power-electronic circuits that draw steady-state, non-sinusoidal current waveforms. Harmonic disturbance is cumulative but has different characteristics for the single-phase loads and the three- phase loads. The harmonic-disturbance issue is now widespread. The presentation will also describe countermeasures such as Active Filters that can be applied.
